The titles of the psalms

Hi,
As I am working on an online bible on my language, it raised one question about the begining of the psalms.

For example "To the chief Musician on Neginoth, A Psalm of David." or "Shiggaion of David, which he sang unto the LORD, concerning the words of Cush the Benjamite.

1.Is this part of the first verse or it is title of the psalm?

and

2. What you think about the entitled paragraphs?
These words are not the word of God, sometimes are helpful, but I think not to include them.
(yes, the translation on which I am working has entitled paragraphs, I don't know about the various english translations)

It is part of the Psalm but modern Bible software usually includes it in the first verse or puts it in as 'verse 0'. The titles are part of the scripture.

2. What you think about the entitled paragraphs?

These are not part of the scripture. Some folk like them, some prefer a 'clean text'. Personally, I am with the 'clean text' gang!
