Is the Revival Hymn Background music legal?

The Revival Hymn... The background music that is used in it... Is it legal? ...Or...? I don't know the rules, and I suppose it IS legal :-) .. But, is it? ... You are allowed to use a certain amount of seconds of a track without paying anything, or something... :-(
