Probably the easiest way would be to use Wordpress.com as that is a standard now and powers over 50% of websites on the internet. I use CoffeeCup HTML Editor, it's cheap, easy to use, and also gives you some templates. First thing you need is a domain name, I used Go-Daddy, they can host also.
I can second Greg's recommendation of Wordpress, it is what is known as a content management system and it is free. It is easy to use and set up and there are a multitude of themes to choose from for building your website. As he said, Wordpress is very popular and so all the web hosting services support it.
I can also recommend Gracenet as an excellent hosting service for your website, they are reasonably priced and will help you to register your church domain name and set things up.
