sorry one more question. why in acts chapter 8 do apostles have to give the holy spirit

i thought that if u believe and repent of your sins you are saved meaning you get the holy spirit. why do these people have to wait for the laying of the apostles hands, and why do the apostles have to be the ones giving it anyways. i thought at the moment you believe and repent you then get the holy spirit meaning your saved.
