Any one may Observ, but one needs to humble himself to realy look.

In verses 23 & 24, the man is only observing as a religious act, sinse there is no real works done out of faith that comes as fruit.

However, when one actually humbles himself in verse 25, he will recognise that the law is perfect and it is a law of liberty; This one will, therefore, continue in it with works(be a doer) from faith and he will be blessed in his doing.
