Well I suppose some do interpret those verses that way to avoid the doctrine of election. But there are many who can apply Romans 8:29-30 to the above verses without attempting to explain away the FOREKNOWLEDGE part.
29For whom he did foreknow, he also did predestinate to be conformed to the image of his Son, that he might be the firstborn among many brethren.
30Moreover whom he did predestinate, them he also called: and whom he called, them he also justified: and whom he justified, them he also glorified.
In other words, those He FOREKNEW would choose God, He predestinated. Man’s choice is not a work. First a man’s will must be freed, Universal Prevenient Grace(John 12:32: And I, when I am lifted up from the earth, will draw all people to myself. ) - which even Spurgeon preached, God draws ALL men to himself, freeing their wills. Matt. 22:14 - For many are called, but few are chosen.( Those He Foreknew would chose God, became God’s Chosen)
Acts 13:48 - ...and as many as had been appointed to eternal life believed. ( Those He Foreknew would believe God, became God’s Appointed)
1:12 But as many as received him, to them gave he power to become the sons of God, even to them that believe on his name: ( Those He Foreknew would believe God, he gave power to become the sons of God)
1:13 Which were born, not of blood, nor of the will of the flesh, nor of the will of man, but of God.( John 1:12 Explains John 1:13)
John 10:26 - But you do not believe because you are not of My sheep.( Those He Foreknew would not believe God, He made NOT His Sheep.
John 6:37 - All that the Father gives Me will come to Me...SEE ALSO 38-40 **** VERSE 40 Explains verses 37-40( Those He Foreknew would believe God, God chose to raise up at the last day)
6:38 For I came down from heaven, not to do mine own will, but the will of him that sent me.
6:39 And this is the Father's will which hath sent me, that of all which he hath given me I should lose nothing, but should raise it up again at the last day.
6:40 And this is the will of him that sent me, that every one which seeth the Son, and believeth on him, may have everlasting life: and I will raise him up at the last day.
And Finally :
John 6:44 - No one can come to Me unless the Father who sent Me draws him...( Universal Prevenient Grace(John 12:32: And I, when I am lifted up from the earth, will draw all people to myself.(God’s Part)
Therefore Hebrews 3:7-11- (Man’s Part)- Warning against rejecting God( Again God’s Foreknowledge of man’s response, Those He Foreknew would receive(not reject) God, SHALL ENTER MY REST
7Therefore, just as (Q)the Holy Spirit says,
"(R)TODAY IF YOU HEAR HIS VOICE,
8(S)DO NOT HARDEN YOUR HEARTS AS WHEN THEY PROVOKED ME,
AS IN THE DAY OF TRIAL IN THE WILDERNESS,
9(T)WHERE YOUR FATHERS TRIED Me BY TESTING Me,
AND SAW MY WORKS FOR (U)FORTY YEARS.

Because they hardened their own hearts against God, “AS I SWORE IN MY WRATH,
'THEY SHALL NOT ENTER MY REST.'"
