Can a person NOT be elected, but called to the ministry of the Word?

I was on Wikipedia, reading about John Calvin, and Election. There was one part of the article about the Westminister Confession of Faith which stated:

"....Chapter X, paragraphs 1-4: "All those whom God hath predestinated unto life, and those only, he is pleased, in his appointed and accepted time, effectually to call, by his Word and Spirit, out of that state of sin and death, in which they are by nature, to grace and salvation by Jesus Christ … This effectual call is of God's free and special grace alone, not from any thing at all foreseen in man, who is altogether passive therein … [b]Others, not elected, although they may be called by the ministry of the Word, … yet they never truly come to Christ, and therefore cannot be saved[/b]."

What are your thoughts on this? Typically, what would come to mind is "...for many are called, but few are chosen"

Does this apply to this statement of the Westminster Confession of Faith?

Your thread title and what the Confession says are two different things, so I'm not sure which you are asking about.

Your thread title says "but called [b]to[/b] the ministry of the Word." - the confession says "called [b]by[/b] the ministry of the Word."

The confession is is basically saying that only the elect will come to Christ, thus manifesting that they are the elect. The part you bolded is saying that if someone is not elect, even though they may be preached to (called by the ministry of the Word), they will not come to Christ.

The Scripture reference they provide is John 6:64.

If you actually meant to word your thread title they way you did, I would answer "yes". Judas took part in the ministry of the Word. Actually, he both ministered the Word and was outwardly called by the ministry of the Word. However, he was not elect.
