Hebrews 2:2-8

7. Thou madest him a little lower than the angels; thou crownedst him with glory and honour, and didst set him over the works of thy hands: 8. Thou hast put all things in subjection under his feet. For in that he put all in subjection under him, he left nothing that is not put under him. But now we see not yet all things put under him.

I heard a Pastor claim that the above is referring to Christian believers.

I believe it's talking about Jesus.

"The Lord said to my Lord 'Sit at My right hand until I put Your enemies under Your feet.'"

absolutely Christ! It is a reference from the psalms also if you study it, and in the psalms I believe is speaking of men but ultimately its fulfillment is in Christ.

Verse 7 of that scripture was quoting Ps 8:5-6 in agreement with Gen 1:28. They all are talking about man. However, from v8 of Heb. 2 onwards, it's referring to Christ. Just read through to the end of that chapter. Better yet, start from v5
It makes it clear.

These verses are talking about Jesus Christ, the Son of the most high God.
