Hi Jordanamo,
Very cool photo of a type of Angler Fish that can prop itself up on fins for a quick launch position. As I understand it, this is a stationary pose not made for walking, but for waiting for food to come along. However, it would be interesting if it could walk.
I think there are many other types of fish that can "crawl" along seabeds using their fins to pull themselves along as well.

You are correct. Those fish do not use fins to "walk" on the sea floor or beaches. Even if they did, this could not be construed to be evolution at work. There are plenty of fish that use fins for purposes other than just changing direction.
It is just be a variance of design.
