Nativity scenes question

Our Nativity has the usual characters. We also have assorted prophets (Micah/Isaiah), a high priest preparing to bake 12 loaves, and David with a lamb over his shoulder. There is also a man wearing a hat and short pants, bare feet and a flute like instrument. Does anyone know who this could represent? Perhaps he is an Old Testament person that may represent a European Nativity. Anyone with a clue, please post!!!! I am sharing the Nativity characters for the benefit of the children in our church. Help! Sunday is a commin! Thanks

"In 1982, Pope John Paul II inaugurated the annual tradition[23] of placing a nativity scene on display in the Vatican City in the Piazza San Pietro before the Christmas Tree.[24]

In 2006, the nativity scene featured seventeen new figures of spruce on loan to the Vatican from sculptors and wood sawyers of the town of Tesero, Italy in the Italian Alps.[25] The figures included peasants, a flutist, a bagpipe player and a shepherd named Titaoca.[25] Twelve nativity scenes created before 1800 from Tesero were put on display in the Vatican audience hall...."
