It is very simple. James is right, God will never tempt anyone. But he permits or allows us to be tempted by Satan. Most of the time we are tempted by our own lusts as said by James. But external temptations like health issues are caused by Satan and are permitted by God. Jesus asked us to pray that God will not allow us to be temped. But he also said that temptations are unavoidable in Matt 18.
Further Paul says in 1 Cor 10 that God will never allow us to be tempted beyond what we can take.
Even in Peter's case, Satan has to demand permission from God before allowing that external temptation. In Jobs case also we see Satan demanding permission from God.
We see from Job 1 that God has 3 levels of protection around every believer. The first level is abound believers health, 2nd is around his family members and 3nd is around his property. God has to give Satan access to each of those levels to tempt Job. Without God's permission Satan has no control to come inside those protected areas!
You are right, if "lead us not into temptation" = "don't allow us to be tempted."
I am not certain if that is correct. It might be. In the Lords Prayer, there is an implied "you" before each supplication (YOU give us this day our daily bread; YOU forgive us our trespasses).
