Does anyone know what this might mean?

I guess I never did do very well in my Government class or a few others also.:-? My guess and it's only a guess here is a example:One I guess it means that the fire marshall cannot declare the Astrodome as not able to take in 25,000 refugees due to fire codes and so forth. He was doing his job and limited the capacity to 12,000. Now they can put as many as they can fit in it. I think it means your about to have about 25,000 guests coming to Texas! This proclamation enables the Gov to access the states' emergency funds as well as ask for federal dollars to meet the needs of the refugees.Most likely, any available public housing will be filled as well. MC

Hate to be didactic, but recall hearing this expressed by someone in leadership about this phrase, "Refuges", they are US citizens, as he pointed out. Maybe it's a small point, but with so much being misconstrued by some anymore, the tendency to inflame... My goodness what have we become? Everything being so politically correct find myself being drawn into it...For the purposes here though and knowing the possibilities of large amounts of misunderstandings and misconstruing of intentions. I did look it up and it actually can apply;RefugeeREFUGEE', n. 1. One who flies to a shelter or place of safety.2. One who, in times of persecution or political commotion, flees to a foreign country for safety; as the French refugees, who left France after the revocation of the edict of Nantz, and settled in Flanders and America; the refugees from Hispaniola, in 1792; and the American refugees, who left their country at the revolution.Believe the gentlemen here are referring to the first definition.Just trying to head it off at the pass.... :-(

You are absolutely right Mike. Thanks for clarifying on our behalf!...the word underscores the seriousness of their need for temporary housing. Actually they are next door neighbors coming to visit for awhile...it's a good thing Texas is known for it's big hearted hospitality!MC

Hi MrBillPro...!This is similar to the "elastic clause" (or "necessary and proper clause") of the United States Constitution (Article 1, Section 8)."To make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this Constitution in the Government of the United States, or in any department or officer thereof."The United States Constitution gives an implied right to the Government to do whatever is "necessary and proper" for carrying out properly stated laws, and for safety and protection in times of crisis. Law in the State of Texas is only changed through Constitution Amendments (hence the state's huge Constitution). However, the state's Constitution can only be amended through a statewide vote. During times of emergency, that would take too long. Thus, the state gives the Governor the right to supercede such pre-existing rules. However, he or she must invoke a proclamation stating such. I suppose this might be the purpose for this proclamation. :-)

I am sure many others would like to know what this means. I was told yesterday that a woman is not allowed by law to cook a meal in her home and take it to feed some refugees. It is permissible only if it is cooked in an government inspected kitchen!ginnyrose
